I AM THRILLED TO ANNOUNCE THAT AN ANTI-GASSING BILL WILL BE BROUGHT BEFORE THE TEXAS LEGISLATURE IN 2013 BY THE THLN!!!

Texas Humane Legislation Network (THLN) is a mainstream voice for animal protection. Since 1975, THLN has championed the cause of animal protection for companion, homeless, working, farm and wild animals as well as endangered species across the state of Texas! THLN is a statewide grassroots organization and addresses many animal welfare concerns. Advancing the cause of animal protection not only means overcoming formidable opposition from powerful and well-funded special interests, but overcoming ignorance and apathy as well. It is essential that caring people work together to change our culture’s passive acceptance of animal suffering and exploitation.

THLN is a 501 (C)(4) non-profit lobbying organization. At http://www.thln.org/ you can donate, sign-up for action alerts, volunteer with a regional chapter and contact your state legislators.

GET INVOLVED! STAY INFORMED!

THLN’s action alerts, sent to you via email, will inform you of specific animal-related bills and instruct you on action you can take to help

THLN is the only organization in Texas whose resources are totally committed to the passage of animal protection legislation

THLN coordinates individuals and groups throughout the state to form a united and powerful front for animal advocacy at the Texas legislature

Volunteer today with a regional chapter! THLN has many regional chapters across the state. Visit our website to find a chapter in your area

Contact your state legislators

Find out who your legislators are by visiting THLN.org

As a Texas citizen you are represented in the State Legislature by 1 Senator and 1 Representative

EAGLE PASS HECTOR CHAVEZ COMMENTS ON UPCOMING ANTI-GASSING BILL

--------------------------------------------------------------------------------

From: Hector Chavez [mailto:hchavez@eaglepasstx.us]

Sent: Saturday, April 28, 2012 1:51 PM

To: 'Audrey S. Moses'; 'Daniel Valenzuela'; 'Mary Velasquez'

Subject: RE: Info On Gassing Texas Shelter Animals

That great to hear and you will have the full support of the City of Eagle Pass. Of course, we assume that the proposed bill will address how to fund the new operations and hopefully not an unfunded mandate. If you know who will author the bill so that we may contact him/her and offer our full support.

Questions for THLN

1. When does the legislative process actually begin (sponsor of the bill is announced, bill is assigned a # or title)?

2. What three things can people do right now to get the ball rolling?

3. When people contact the legislators in their district what should they be letting them know? What is the best method of communication?

4. When will volunteer opportunities be made available? How does someone find out about events in their community?

5. ED Monica mentioned that the Texas Dept of State Health Services and the Texas Municipal League will be the primary opponents to this bill. What action can be taken against these groups now?

6. Is there anything that people can do to address the gassing currently taking place in cities and counties? Do you expect any changes to take place now that the word of an anti gassing bill is out there?

INFORMATION ON AN OPPONENT TO THE UPCOMING ANTI-GASSING BILL!

Texas Municipal League

http://www.tml.org/

The Texas Municipal League exists solely to provide services to Texas cities. Since its formation in 1913, the League’s mission has remained the same: to serve the needs and advocate the interests of its members. Membership in the League is voluntary and is open to any city in Texas. Over 16,000 mayors, councilmembers, city managers, city attorneys, and city department heads are member officials of the League by virtue of their cities participation. In addition, the League has over 400 Associate Members from private sector companies, organizations, and individuals striving to provide quality services and products to municipal governments in Texas.

The Texas Municipal League has 15 sub-state regions (regions 2-16) that were formed in 1958. Regions exist to promote interests in city government on a regional level, facilitate the exchange of information among the cities in a region, and assist the TML Board of Directors in formulating policy that represents the diverse interests of the state.

By phone: TML's main switchboard number is (512) 231-7400.

By e-mail: staff e-mail addresses

Bennett Sandlin

Executive Director

exec@tml.org

Shanna Igo

Deputy Executive Director

Policy Development and Legislative Services

LegDept@tml.org

Joe Foster

Director of Administrative Services

cfo@tml.org

By fax: TML's main fax numbers are:

• Administrative Services - (512) 231-7495

• Legislative - (512) 231-7490

• Office of Executive Director - (512) 231-7490

By mail: Our mailing address is

Texas Municipal League

1821 Rutherford Lane, Suite 400

Austin, TX 78754-5128

4/26/12 UPDATE!

THLN anticipates that the following groups will be the MAIN OPPONENTS to the anti-gassing bill - Texas Municipal League and the Texas Department of State Health Services! More info coming…

You can start talking with the legislators in your district NOW. Don’t wait until next year. The bill will need a sponsor and the more supporters the better. You can check the www.THLN.org website to locate and contact your elected officials.

THLN has 10 chapters throughout Texas so you CAN make a difference no matter where you live. You can volunteer at events, provide outreach and assist with marketing. The upcoming Wag-A-Dog fundraiser is a huge event.

THLN will primarily be focusing on the legislative aspect of this bill, but also provides education and advocacy. THLN has reported that they have spent over 10 years researching this issue!

A Fact Sheet (PDF) on this issue is coming soon!

Gassing cities and counties do not like it when the public discovers that they are gassing shelter animals. Their dirty little secret is then exposed. So, SPREAD the word!

Texas will NOT tolerate the gassing of shelter animals!!!

VICTORIA COUNTY STILL GASSING!

In an email from Dr. Bain Cate dated January 25, 2012 he noted that Victoria County gassed 3,552 animals in 2011!!!

Dr. Bain Cate is Director of Calhoun County, Cuero-DeWitt County and Victoria City-County Health Departments bcate@vctx.org

What kind of doctor approves of gassing homeless and helpless animals to death??? MAKE NO MISTAKE ABOUT IT – COUNTY JUDGE DON POZZI HAS SAID “WE LEAVE THE RUNNING OF THAT DEPARTMENT TO DR. CATE”

Quotes from Cate on gassing animals in his care (April 2010):

“The premise that compressed carbon monoxide euthanasia is reprehensible is incorrect.”

“This is much more humane than holding the pet down, inserting a needle into the vein and waiting several seconds, if not a minute, for the pet to lose consciousness. This is just common sense, if one is not blinded by the ‘satanic gas chamber’ mentality.”

“Please try to put yourself in the place of an animal shelter employee. For the CO chamber, though the result is the same, the “hands off” scenario is much more tolerable for the employee.”

“As you know, neither the city of Victoria nor the County of Victoria prohibit CO euthanasia. They have adopted the state statue as their standard. Certainly, if either entity would choose to forbid compressed CO euthanasia, the animal shelter would immediately stop the practice for animals coming from their jurisdiction.”

THE CITY OF VICTORIA CONTRACTS WITH VICTORIA COUNTY
